Default Changing pulleys, stocker is cracked?

So I'm busy swapping my pulleys today, putting my powerbond 25% on. And I noticed this after I got the stock one off, my question is would that small amount missing have an effect on the engine balance? Or possibly damage something? I don't know how it got that way.

Missing a chunk?

Cracked?

It looks like it was just crumbling away. Now I have a different predicament, my crank threads are pretty much toast. I'm trying to figure out how to get the new pulley on there, it won't go even with the long bolt.

Well, I tried to torque the old bolt to 240 to set the pulley and guess what, every thread in the crank just came out with it. I'm pretty much screwed right now as its m only car. I don't think it can be tapped either, with the way the threads came off.

you could tap a M18 (original is M16) the wall of
the crank snout should still be thick enough, just make sure the
new M18 bolt is a 10.9 grade better 12.9
but remember 10.9 or 12.9 bolts do not stretch, they have to be fastened with the proper torque!

I have no idea. I've changed pulleys before on LS1 and never had this problem. They came out like butter. I looked in there and its only the first 5 or so, but I can't get the pulley on any more and I can't crank down on it. I just walked to home depot but they only have shorter m16-2.0 bolts, that won't really help any. I'm at a loss for what to do since I have no way to get around.
