ss3600, I hear they are alot better with nitrous. With the 4000 I think the nitrous will blow through the converter a little bit

Will a 3600 flash to 3600 at my altitude? I'm down about 20% power compared to sea level

I'm going to go against the flow and say 4k, as long as you're not planning on hitting it with a bigger shot.
Also your future plans may make the decision a little easier.
How "mild" of a cam are we talking?

I say 3600 also and Yank will tell you the same thing the 4000 is for n/a and the 3600 on spray will flash around 3800. Call yank let them tell you its the best way to know.

Call Yank and talk to them directly, great people to deal with.
On that note, 3600.. Especially since you said you are doing H/C soon.

When we had a stock trans in my buddies lt1 car, we had it on a window switch just so it wouldn't spray through the gear change.. We sprayed up to 250 and it lived for a pretty good amount of time.
