You have a lot of things going against it.. you need to, seafoam the car then change the plugs, oil, fuel filter, then make sure your clutch fluid isn't black, then port your stock throttle body and make sure you have a good lid and ram-air setup, then put it on the dyno and get a good tune for street and strip use.
Things to check:
-make sure clutch isn't slipping
-make sure springs are adequate
-make sure throttle body is opening 100%
Last of all, MAKE SURE THE ASR IS OFF

check for codes, compression check (look at plugs while they're out), inspect plug wires, you said it had to have a new pcm? is it retuned for the cam with the new pcm? was it tuned on a dyno, street, or did you just have someone give you a generic tune for that cam?
then hit a track or dyno (being a m6 dyno might be better) to find out what its doing and when its doing it

I just reread the first post, and you said you got it retuned, did they mention anything about there being problems? Who did the retune? Did they use a wideband O2?
I still think it's funny to judge how much power you have based on how much or little you're spinning your tires. Go put 35psi in the rears and you'll smoke em all day long. No more power than before, but, well you get the point.

No "low trac" light comes on so I don't think that is the issue. The new PCM was tuned with a wideband by a reputable tuner. It was also tuned on the street otherwise I would have some dyno numbers for ya'll. Also, I do run 35PSI in my tires and it still doesn't spin. But it's more than just not spinning...it feels slow.
I'll try to get a compression test done but my tester and all of my tools are back home in Florida so I'll be limited to whatever the base auto hobby shop has available for me...not sure if they have a compression tester or not.

Get rid of the flowmaster exhaust or get a cutout, change those springs with a cam that big, and raise your redline to 6300-6400rpm. The stock 2001 rod bolts should be able to take that.
Should definately spin at 30mph with 3.42s

Wow theres so much fail in this it's hard to list it all.. lol
-You have a big size ms3 cam yet you have the redline at 6000... set it at 6800 with that cam
-You have stock gearing, get some 4.10s with that cam def.
-You have springs that are pushing the damn limit with that cam and are KNOWN to have issues.
-Stock clutch should barely be able to handle the extra power, and since that cam doesn't really MAKE GOOD power till like 4k, your not going to spin the tires down low when your just getting into your powerband to begin with.
-It probably will feel slow below 4k because that cam is designed to make power up top.
-Not to mention you have the worst flowing catback exhaust made for these cars...
Sounds like the person before you just felt like saying he has a donkey dick cam but nothing setup right or parts that would go along with it to make it USEFULL. Kinda like having a 12inch dick that can't get hard.. lol
