Best sniffer AND visual system would be:
JPB shorty headers
220 thunder cam
K&N FIPK induction
High flow exhaust (Corsa, GMMG, etc)
And they all have CARB numbers..

If you just need to pass sniff (becuase you know someone that will look the other way on the visual) then you can do quite a bit more..
Think about what he is trying to accomplish.
470 RWHP with junk exhaust and a small cam.
NO WAY IN HELL, might not even get there with hugh cubic inches.
You need every piece of the puzzle to get to 470 and most doing it have cams that are 232+ duration. Pimp *** heads, and LT headers.
Dollar for dollar you would be way cheeper going F/I.
Most long block stroker motors are 10,000+ easy, and to go resleaved and stroked your 12000+ dollars. Keep your shortblock, buy a set of 6.0L 2500 dollar heads from Jay @ Absolute speed, or TEA, and then buy a nice S/C setup or Turbo.
Lets take a top of the line and go with a real nice kit from 1/4 mile performance.
6500 dollars and it includes everything you will need to install it and have it running.
So you have 6500 dollars plus 2500 for heads and 150 for a cam plus labor and your done. Run 9psi and put down 470+ all day long. Should go fine for emissions as well.
Just my oponion.
Of course, you can always do what you want and put it back to stock every two years.
However that is only 1 example, and I am sure there are 100's of F/I guys making that power.
I dont have a SC or Turbo, and dont plan on ever buying one, so I am defentially not making this suggestion because of my setup, only because this is what seems to work great for what is trying to be accomplished.
Of course, you can always do what you want and put it back to stock every two years.

RE FI, I think the Vortech kit is smog legal, and I know the ATI kit is legal on Corvettes (not sure about their FBody kit). I'd just do a mild heads/cam setup with long tubes, and swap back to stock manifolds for smog time. You might be ready to sell the car in 2 years anyway so why sweat it. As long as you have long tubes and high flow/no cats I'm sure you can hit 420rw with a 224ish cam.
