Push Rod Length Problem? PLEASE HELP

I have a 1999 Camaro LS1 and I had both the heads on my car replaced with heads from a 1998 LS1. The casting number is 339K. The heads have new OEM valves and springs. I had brand new 7.400" push-rods in the motor, and valves were staying open when they should have been closed. The push rods worked fine in the heads I had replaced. What length push-rods do I need? The heads were shaved down, but did the 1998 heads have different push-rods? I need to order the right length, please HELP!
Specs on hardware:
2.00/1.550 valves, 130lbs at 1.800", 314lbs at 1.200", 65cc combustion chambers, GM blue springs

You need to either tell us exactly how much the heads were milled, or (gasp!!) spend $20 on a Comp length measurement tool and (gasp!!!!) take a measurement on your setup.

I cant visually tell exactly when the motor is at TDC, but I was able to see that number 1: no compression was present in any cylinder, 2: when the intake valve was open the exhaust valve wasn't 100% closed.

i turned the motor over by hand till the intake valve closed all the way and before the intake looked like it was moving i think that should work? that should be TDC on compression/power stroke i think..never went to school for this stuff just a shade tree guy ;p
