etc. etc. etc.
I would suggest starting with a 6.0 block if you want 10 seconds. Esp on a 6-8g budget. However, that budget will only get you started.
Then you have to factor in, trans, suspension, cage, rear end, wheels, tires...etc. your 6-8k budget will quickly turn into 20k by the time it sees 10's safely and more than once.

You can get a decent stroker setup for ~$2000 with eagle/wiseco stuff.
For ~$3000 you can get some high end callies dragonslayer/callies compstar/diamond stuff...so depending on what his needs are he won't necessarily need a $4000 rotating assembly.
Also, like mentioned...if your LS6 block is 0.030 over you might want to get it checked by a machine shop as you probably don't have enough sleeve thickness.

Once thoughtfully considered $4000 is a reasonable number to consider for a shortblock.
As said though it sounds like the block is scrap. Don't know if the OP bought it like that or had it done but if you know what shop was used avoid them like the plague, no excuse for something like that.
