So im guessing an upgrade would reset everything to stock...

You really need to find someone who has a scan tool and can use it to figure this out. There's a ton of possibilities that can the loss of power. Grab a scan tool.

Look at
Fuel Trims short and long-shouldn't be any more than +/- 10
MAP vacuum reading
MAF grams reading at idle
Knock sensors pulling timing?
ECT and IAT temps
A/F sensor

Or take it to a shop have a good diagnostic tech look it over for an hour and have them report back with what they find and tackle the job of fixing it yourself. I'll cost you anywhere from 80-120.

What if there are no faults that show up on the scan tool. Am i looking for CEL or going thru everything even thou there is no code?

Look at the values. Introduce vacuum leaks(lean it out) and carb spray(fatten it up) and make sure fuel trims are adjusting correctly.

Alright folks! Bringing this back up with an update.

Yesterday we took the injectors out just to clean them and, lo and behold, one injector wasn't flowing like its siblings! Replaced it and now a whole second has been shaved off the 0-60 time.

As happy as i am to find the culprit, fact is, car is still slow. 7.4 secs to 62mph is embarrassing for an LS1.

If the car is hesitating when you goose it then you might want to give the O2 sensors a clean or replaced. A faulty O2 will make a car miss fire and bog down like crazy until WOT. Also I wasn't sure if this was answered but is the SES light on at all maybe you should start from there and just get a simple code reading.

I have a couple of "off the wall" theories . . .

(1) The Traction Control is not disengaging, even though the switch is in the "off" position.

(2) The Torque Converter is stuck in "lock-up mode".

(3) Did you change the Air Filter ?

Just some thoughts . . .

Im not sure how you are measuring your times, and im not trying to be nit picky, but if you are judging off those videos theres a good reason its slow, you need to brake torque it... Don't just hammer it off idle, brake torque it then let go of the brake.

Is this a chevy lumina SS? i just noticed the overlay on the speedo. if so it would also help if you state if its a 4 door, ute or coupe being as they have a weight difference. but i'm going to guess that they both are coupes by how to referred to them as gtos. or is it a goat with a lumina ss overlay?
