What brand headers? Pretty impressive levels of rust for something that probably was advertised as "stainless steel".

As long as there are no pinholes or cracks your fine, ive seen plenty of name brand headers do that, doug thorley, JBA, etc.

Coatings fail, period.
Some grades of stainless rust, 409 for instance surface rusts but is resistant to rotting through.

if you didn't have the smog fittings on them you would have less to worry about. where they are welded on can be a problem

If they are stainless I would not worry about it at all, except for looks obviously. That would be just surface rust.

If they are mild steel then I'd be worried if I was keeping that car long terms. That kinda rust will soon develop into minor holes and you don't want any of that in that spot so close to the head and before the oxygen sensors.
