At this point I think the motor needs to be on an engine stand. You guys are beating your brains out. I think you said it was a used shortblock? Wouldnt it be funny if some dumbass assembled it with no rings (not from the factory). Sound ridiculous? Raise your hand if you have seen some really stupid **** done to cars! How many of you have seen totally butchered suspension? Process of elimination. Anyway, out of the car at eye level and start from scratch........ near a compressor. Thats what I would do. New stock head bolts cost almost nothing. Consider the past couple weeks just a loss (and then forget about it) and do it right even if your sure you already did. We have all done it. I pulled the A4 out of my Vette' (no easy task) just to make sure I had a snap ring where it was supposed to be. Turns out it was an extra one in the kit.
All that work for nothing but it had to be done. Or when you change valve springs and can only account for 31 locks. Crap!!

How do you know the valves are sealing? You may not be able to tell just by looking. Was that confirmed by a machine shop/ cylinder head shop. You will get compression with the rocker arms off. There is still air in the chamber. It's not like you get a vacuum condition because the intake valve isn't opening. I've done valve spring swaps were all the rockers are removed, and trust me it had lots of compression to fight me turning the motor over. I would have to agree that your problem lies with the heads.

I know..it was pretty funny though. You should have seen us trying to blow into the intake port. That was comical

but here's my thing. The heads came off a running car, went on to my running stock motor....and ran for 100 miles.....its a new short block, well new used anyways.....

The New/Used block that you bought may have been honed oversized and somone put standard size rings on it that would make sense wouldn't it. Unless you actually saw the block in another car and saw the car running who knows whats going on in there. As said before just put one head back on with a new gasket and torque it down. Do a leakdown test on one cylinder with the piston at top dead center with the rocker arms removed. If you hear air gushing into the oil pan than you know the rings are bad.

I dont think the block has been touched, but your right that is a possiblility. However, when I picked it up, I took the factory heads and head gaskets off it myself. But I will try a leak down test, see how that goes. Thanks

I dont think so....I think that the piston rings have dried up a little. I have been sick so I havent had a chance to look at it.

Dried up a little rings don't cause 0 compression. It might be down but the gauge will still read. Open or bent valves cause 0 compression.
