It is disputed because the measurement was not "official", which for 1979 was only the National Weather Service and airport observing sites. The degree of flooding, the weather situation, and surrounding observations were consistent with this rainfall amount, so I believe it.
The Friendswood people were not straight on that rainfall amount. That amount in 2.5 to 3 hours is completely believable.

Re: FTRA HYDROLOCKED MY ENGINE!!!!!
I hyrdolocked mine 3 years ago during Hurrican Floyd in Fla. Noone to blame but myself. Luckily insurance paid for a complete motor from the dealer(ouch). I followed a Mustang through a lake(only way out available at the time)when it died. When I opened the door, water just flooded the entire interior so I pushed it out into an empty lot then called the insurance company the next morning. I told them that it was sitting all night and just wouldnt start. I did try to start it at first after the flood, then the tow truck driver tried to start it then the dealer did too, so there was nothing left by the time they figured it out. The connecting rod broke and went out the side of the block that cracked from top to bottom. <img border="0" title="" alt="[Big Grin]" src="gr_grin.gif" />
Oh well, thats why we pay sooo much money for insurance(in case **** happens). Good luck with it.
