Default cant turn?

ok got my cam in and everything and check the ptov (it cleared .070/.110)and it was turning over by hand easy with the heads off now i put it all together and try to turn the crank by socket and rachet and it move maybe 5 valves and stop and it makes a vacuum kind of noise. is the compressed air (vapor lock) in the cylinders making me not able to turn it the crank?

Are the plugs in it? If so, take em out.

i did that and i got to turn it about 180degrees and it stops

You may have put the wrong bolt in the cam retainer plate. It's easy to mix them up and you may have put a longer bolt in and it's protruding into the block and the crank is contacting it.

ok i loosen up the rockers and now it turns i guess it had it to tight. but i only had it down to 22 ftlbs
