I don't think those valley cover bolts are stock, did you have a FAST intake on it at one time, I seem to remember someone saying they are needed for clearance. Valley cover can stay on, but you need to get the lifters out of the way to take the cam out, either with the magnets, the wooden dowels, or by taking the heads off and completely removing them. To get the oil pump off just take those 4 bolts out, you shouldn't need a puller for it. The timing gear on the crankshaft does need a puller to remove.

Usually you only find allen head bolts when a FAST 90 intake manifold has been installed previously...

Take the rear cover off to expose the other end of the cam. See if you can use a rubber mallet and gently dislodge it. If it takes more than a couple whacks, then something is jamming it. Could be a spun cam bearing.

I would get a flashlight and see if a bolt slipped down there and got jammed. With the lifters out it should turn very easily.

If it's not spinning then something is wrong. If it was spinning before then there is something jamming it.
