Im with the Long Tubes (Full Lenths) also, Im not a big fan of cut outs on stock cubic inch and the stock compression of LS1/6 (10.1 to 10.5) because it just isnt enough compression and I know that they have reallly nice cut outs out there (electric) but the long tubes are always there. If I was a built 11.5 or more compression I would run them but for stock motors not worth doing both in my opinion.

i run a electric 3inch. they can get a lil pricey but without cats or mufflers you sorta stand out around cops. one flip of the swich and its quiet. if you have the money go electric. if not do the plate.

I don't know if anyone has done a back to back test but it might depend on the size of the collector pipe in relation to your motors horsepower and the location of the cutout.

The proper location of the cutout could promote wave tuning like an open collector of the correct length. Bottom line is you cannot stick the cutout just anywhere. You could hurt power. These are just some random thoughts on the subject.

Here is where I have mine... There is one on the other side at the bend as well, just hard to see. I have yet to get a back to back pass at the track with same 60' to see if open/close does any good. It sure does sound good though. :-)
