Here's an idea:
Remove the oil gallery plug at the driver's side front of the block and turn the engine over by hand so the pressure in the oil galleries will be relieved and allow the lifters to bleed down.
May take a few revolutions to get all the lifters collapsed.

Big Hammer = good tech
Hi 84, I HAVE FOUND "stuck" lifter plungers caused by manufactures coating their product for anti rust liquids that became DRYED OUT.
So I ask, did you fill the lifter with Oil BEFORE installation ?
I have had luck with a "love" tap using Big Hammer on the rocker push rod side.
I could feel it become loose/break free.

Hi lance, I haven't tried that just yet. Only problem is that on an fbody there isn't much room. I had an old set of lifters I replaced a while back from lunati and the only way I was able to release the pressure was with the vise. And even at that it was pretty tough. I'll try a bigger hammer and see how it goes. Don't want to break anything I don' have to.

When the body fills up with oil, there is a check valve disc that prevents the oil from escaping and allowing the filter to "collapse". The clearance between the lifter body and plunger is only .0002" or so.
I guess the only way to get the oil out is to remove the lifters and then the clip, pushrod cup, disc and plunger. Turn over the body and pour the oil out.
Unfortunately on an LS, the heads have to come off to do this. Sucks.

Something is wrong with the lifters, either dirt sludge etc have blocked them. They should bleed off fairly quickly from just normal spring pressure. If you pull them out you will need to disassemble them and clean out what ever is blocking them. Will also have to flush the engine oil gallery to see what jammed them. I've seen this before, usually it's sludge but it could be other things. Usually happens after someone uses a cleaner product in the engine oil.
