LS7 into a LS3 hole
Yeah, pretty much drops in after you do a wet sump conversion.. You might need a custom damper to obtain the pulley spacing you need. The heads are a little bit taller so watch clearance around the coils and brackets. Location of header collectors will spread out just a tad too.
All in all there isn't a lot of difference between a well built LS3 stroker and a well built LS7. I thought the LS7 was kind of a waste of money in hindsight. The LS7 was expensive!

You have a great starting point with having the LS3 already. You would save money by throwing a cam in it and maybe even a basic CNC job on the heads and make some good power instead of the price of a LS7 and then to converter it to wet sump. With a good combo you could make 470-500 rwhp with the LS3. Tons of variables of course. Stick with what you got!
As mentioned, if you go LS7, you would need a new crank and drill a oil dip-stick hole to convert it to a wet-sump set-up.
And good H/C set-up will wake up your LS3 to the tune of 80-100 HP at the wheels.
