That's normal for dry sump systems, since there shouldn't be any oil to amount to anything in the pan. No idea why there's a cap on the valve cover at all.

Dry sump systems are generally filled at the tank...there shouldn't be much oil in the sump at all, so if the tank is full, it's good to go. If the tank is empty, it's a good idea to check that it didn't just leak into the engine.

Cranking should scavenge the oil into the tank in that case so you can measure it.
