that is not a '454'.

you can make a 454 with quite a few different bore/stroke combinations now. wet or dry sleeve. a shortblock is going to run you about 10k.

there is no 'stock' stroke. you can put whatever you want in it. the tall deck takes up to a 4.5". the short deck is up to a 4.25 I beleive.

bore is up to 4.25.

You can build a 454 without the GM LSX block. I have a resleeved LS2 block, 4.155 bore x 4.185 stroke for 454 cubes. All aluminum, no extra weight. Cost was about $8k for the assembaled short block, no cores.

GM plans on doing a 454 LSX based crate motor per the article in this months hot rod magazine.

If the block isn't available I would guess the crate motor isn't either.

Yes, in IRON. No basis to compare that to the aluminum block re-sleeves. Different animal.
