The LS3 cam is actually a hybrid of the 2 LS6 cams with a different LSA (1 degree more than the LS2).

204/211 .551/.525 117

gen IV ls cams are different from the gen III's. you would have to get the gen IV front cover with the cam position sensor, the extension for the wiring harness to reach it, and you would have to relocate your O2's aswell.

No. The LS3 cam uses normal lifters. You are thinking of DOD/AFM cams like in the L99.

If it's going in a 6.2 litre I would certainly not advance it as you will lose some of your top end power and and your red line will be lower.
Install it at factory specs

I'm not so sure there is a difference between a Gen 3 and Gen 4 camshaft other than the three bolt to the one bolt. The reason for the timing cover with the cam position sensor was because the Gen 4 blocks did not have the provision in the back of the block to install the cam sensor just as they did away with the knock sensors being underneath the valley cover. I'd rather get to those sensors easily if I had to change them and you can modify the Gen3 blocks to move the knock sensors to the side of the engine and plug off the cam sensor location at the back of the block in order to upgrade to the timing chain cover with the cam sensor up front.
