I don't think I've had it going 154, but it's definetly been over 140. I hit 140 with it and the speedo stopped but the tach was still climbing

If I remember correctly, The tach was at like 5k when I was at 140 in 3rd gear, so if the car is capable of getting itself to 150, it would do it in 3rd gear. And my windows are always closed when I do a high speed run

During a top speed run, there would a lot of drive train loss and power loss from shifting from 5k RPM in third to 4th...IMO.
Shifting to 4th would bring the RPMs around 2500-3000....

The Impala has a HUGE front end with 2 gaping openings, which raises the coefficient of drag, like KPSS mentioned will cause the speed to be limited.
Compare the Imp to a 93-02 Camaro Z28/SS or a C5 / C6 Corvette, which are GM's low COD SCCA / IMSA ready vehicles that were engineered to have low COD's. Nose small and down into the wind to create downforce, which the Impala is also missing.
A good example of this is comparing the Compuware C6R and a NASCAR Monte Carlo. The C6R has less horsepower, and will out perform the MC in acceleration, braking, and handling.
