All surfaces of the rotor (on a budget/OEM rotor) that don't come in contact with the brake pad will rust at some point. For that price, I would consider them budget rotors - they will begin to rust shortly after installing.
Chances are also is that they are actually drilled rotors as opposed to as-cast. As-cast "drilled" rotors are cast with the holes in the mold, making the rotor MUCH stronger and less prone to warpage. Cheaper brands of rotors will take a blank and drill the holes after the metal has been poured. This invites stress-fractures and increases the chance of warping.

Cast in holes are a MYTH, one of the aftermarket brake companies has a bounty out on cast in holes, nobody has collected yet.
Drilled is much more prone to cracking. Leave it to applications where rotors are disposable or where rotating weight is a concern. In this application removing mass from the rotor would be a bad thing. Rotors have to store heat during braking and then dissapaite after, remove material and the same amount of heat has less mass to absorb it meaning it gets hotter.
The outgassing excuse given for why this is supposed to be a good idea is a long outdates issue, not a current concern.

I got some budget rotors off ebay because I was in a pinch and they wer like 100 for all 4. I drive like a madman wherever i drive all day and they are freaking awsome, they look cool and havent rusted at all. All you have to do as far as rust is make sure theyr zinc coated. Mine have been sitting for 2 months because of my current project and they still look new where the pads dont contact. You do have to factor in that i drive an m6 so im not using them as much as an auto car.

dont people usually say that the drilled ones are just for looks mostly, and its better to get the dimpled ones? i thought i read that somewhere. I also heard the brembo blanks are good ones to get.

I've had a set of the drilled ones from ws6store.com since september of '07 on my car. No complaints here, they still look damn near near, no rust anywhere on them and no cracking either.
