lt1's are internal and externally balanced correct? or is it neutrally and externally

You need an internally balanced crank, one piece RMS.

stock is external. when i rebuilt my motor i had it all internaly balanced. well worth the money imo

the balancer should be zero balanced and just there to remove harmonics. and the flywheel has a weight to balance the motor. if you took a zero balanced flywheel and put it on you would have some vibrations running out your @$$

Get it balanced at the Machine Shop..well worth it and the Engine will run great.

the flex plate and the dampener are going to need to be neutral if you internally balance the crank.

Stock is externally balanced. If you are going with a new crank other than stock, hopefully it's a badass forged crank, otherwise stick with the stocker, its a nice peice. With any new rotating assembly you want to have it balanced by a machine shop.
