13.2 @ 104, best guess. No gears or higher stall will keep you out of the 12s.

28" tire and 3.23s will be very disapointing.

13.0-13.2. Its not going to be very happy with those 28's and 3.23 gears. Ive got 3.42's with 28's in my car...it was pretty disappointing. I would see if you could find a set of used 3.73s or 4.10s to throw in it before you take it out.

Depending on air I would say somewhere in the high 12s. You going to spray that thing?

12.99-13.00@107-108, Your weight will overcome your lack of gear and stall for now. I went 12.93 with your setup, and 3.73's yet I had 26" tires. Get some 4.10's man.

With traction, gear, and a sticky tire, a half second or more can be lopped off, easily.

The real expense of installing gears is the labor. Expect around $200+ in labor, plus new bearings/seals/etc. (on top of the ~$190 gearset when new) from a reputable shop.

Even with 4.10s you're losing a lot with a 28" tire, effectively. To put it in perspective, I plan on running 4.56s with a 28" tire (but also am a 6speed, so gearing is different). If I go to a 30" tire, I'll do 4.88s.
