Starter just spins...

So, if you read my other thread, you will know my starter appears to making contact with the flywheel, but it just sounds like it is spinning very fast and not touching the flywheel. Now this is on a new GM short block, so I am thinking that maybe I need to shim the starter? I have read you can't shim a starter though. Any help?
Thanks,
Bill

Another question, if I push the Bendix out to the flywheel using a screw driver, should the Bendix stay there or snap back into the starter? Mine sticks, so I am thinking that maybe the Bendix isn't popping out far enough to complete the circuit to get the starter to turn over the motor.

you might have a wiring/voltage problem. a toyota i had kept eating starters every 2 weeks (after sitting for 2 years) till i got rid of it. a friend of mines z28 is on starter #12 even after rewiring it.

I was thinking that too, but I am unsure of how to get the Bendix off of our starter motors seeing as they are planetary gear and that seems to be all one piece, plus no one sells one local and I was hoping to have this thing running this weekend...
