I agree that just a tune, and sticking with your 3.90's will get you 10's.
But for the long run, think about as much tire as you can get under it, and gear accordingly........even though that may be 28" with 4.56's at your present power level, I think you'll find with the added power and mph from the tune that 4.10's and 28" will be closer to optimum.
I'm running 4.88's with 30" tires on my big boat and just clipping the 7100 rpm pcm limit on a good air day over here. At Cecil Co. I'll need to use 4th gear for sure. I run about .2 and 2 mph faster there than at the Midwest tracks.

mine has always made the most power at 11.8 on the dyno, but the car always has mechanical gremlins (its cursed). 11.8 is definitely not the norm and if your car actually likes to run at 12.6-12.9 there is definitely some hp to be picked up.

Yep...I finally had the car dyno-tuned (numbers in sig) and went to the track. It wasn't hooking for ****, but I gained 2mph (122 to 124) over my best.
