Default No tune after cam swap?

My friend has his 95 z28 in the shop because he blew a cylinder gasket. Anyway the mechanic is telling him that while the car is apart he might as well do any high performance mods he wants to. So that got us (me and the mechanic) thinking heads/cam. My friend wants to go through with it but there is a lot of stuff the mechanic is saying that is bothering me for obvious reasons..

1. The car is new enough that they can't even dyno tune it and that if he did go for a dyno tune it would be a waste of money..

2. I told my friend heads are going to be expensive and a few days later the mechanic called and said that he has aluminum heads and that he already has 'the good stuff'. I'm assuming lt1's came with aluminum heads because I'm 99% sure he has stock heads on it. So wtf?

3. He plans on using the stock valvetrain, everything stock, valvesprings, pushrods, etc

4. I asked what the duration was and he said 500 something, then he proceeded to say the lift numbers. So it's not even possible he got confused with the two.

5. He said that he is sending in the computer for a factory tune because that will be the best. Now I'm convinced this guy is retarded, why would he need to send it in for a factory tune if its on the factory tune to begin with?..

I'm sure this guy is taking my friend for a ride. Can you guys help me prepare stuff to ask the mechanic? To me this seems a bit ridiculous.

Do not, I repeat, DO NOT let that mechanic do any mods to that LT1. He obviously does not no what he is talking about and likely will charge your buddy a couple thousand dollars for what will amout to a baby cam install and call it 'heads & cam'. I would either A) take it somewhere else, B) Research and buy all the performance parts and give it to him (assuming you are confident in his installation skills), or C) take the car as is and finish the head gasket replacement and install the cam and valvetrain yourself.

Based off what you just said I would get that car out of that shop as soon as possible.

I forgot to mention this, and maybe it's because I thought I was wrong. But he said that the car blew a cylinder gasket. So I asked which one and he started saying its not a head gasket?? Can someone explain?

Also I just spoke to my friend, its going to be 2670 for the "cylinder gasket" replacement and 3900 with a cam installation. I asked him if thats with an upgraded valvetrain and he said its "with the high end stuff". So I'm assuming he is at least putting in new valvesprings

EDIT: I worded the prices poorly. 2670 for the gasket or 3900 if he wants to go with a cam too.

so this guy is charging 3900 bux for a cam install with the good stuff? how much does he charge for muffler bearings?

My impression of the mechanic in question:

"Or yea well throw on a 3/4 race cam in der. Pop the heads off and add all that good **** to it. Put it all back together and itll haul ***! No no no, no need to tune it, these cars are so advanced, well just put an adj regulator on it and bump up the fuel pressure and call it good."

WOW.

I just googled yout town, your about 2-2.5 hours from me. If you guys were closer I'd say have the car dropped off at my place and I'll swap the head gasket for a tenth of what he wants to charge him.

Convince him to get the car out of there before he gets ripped off and has some idiot potentially mess his car up. There's a few performance shops in NJ that have LT1 experience that could probaly do it for alot less. I believe TTPerformance is up near you guys (Little Falls), I had them fabricate my TD's, they do mostly LSx stuff but I believe they will work on an LTx car now and then.
