The EVAP purge solenoid is supposed to have one line coming in from the fuel line bundle and the second line connects to an elbow (likely the one you're seeing) which connects to the throttle body.

there is three lines one on each side then another one under one (the 90degree elbow) of the other lines that looks like it should have a hard plastic vac line going to it

The purge solenoid is supposed to be normally closed so if the electrical is unplugged to rule that out and you can blow through it then it is garbage.

You probably had charcoal in the line from the previous solenoid being stuck open. You should have disconnected the line from the canister and blown it out. The canister is in the back of the LH rear wheel well. You may be able to blow out the new solenoid, if it is now stuck.

I had this problem on my old LT1, I replaced the valve near the gas tank, and the solenoid in the engine bay. Problem solved.

ok i have changed the soleniod, canister, vacuum switch and the round valve right by the canister. i have also replaced all of the rubber vacuum hoses and blew all of the lines out with compressed air the soleniod still gets stuck open also there is a 90 degree elbow coming off of the manifold and goes to the top port on the soleniod that hose is totaly dry rotted but i can find anything to replace it with because the two ends are diffrent sizes any clues on what i can do to replace this hose

Try a 90° spark plug boot for the rotted elbow.

This issues is most offen caused by over filling the gas tank and the bag in the canister gets wet with fuel causeing the bag over time to rip open and contaminating the system, i have even seen the fuel tank get filled with charcole and cause the pump to get clogged. I agree with Shoebox the 90 elbow from the old should work great. Also stop pumping gas when the filler clicks the first time and you might be able to prevent this in the future
