I'd imagine the road and conditions on which the illegal activities occured weighs in as to how much they are willing to pursue it legally. this is very different imo than guys that post street racing videos that occured in the middle of the night on a road in the middle of no where. also like the Arizona guys racing in the middle of the desert where maybe once an hour another car would come down the road but the terrain is so straight and flat you'll see him 5 minutes before he's anywhere near you.
