Cam Advice
I am looking for the best bang for my buck that will still pass emissions, but will make this car a beast.
Without going crazy, I was thinking:
Cam
Timing Chain
Valve Springs
Push Rods
1.6rr's
Lifters
Any suggestions on the parts, or where I could find a good deal?
Also, can I do all this with the engine in the car?
I also have new plugs, wires, seals, gaskets, opti, that i am doing at the same time..
Looking for some expert advice..

New lifters aren't necessary provided yours have no visible damage.

You can get a custom grind that will not only maximize power, but also pass emissions for $25-50 more.
Add a nice set of 1.6:1 roller rockers and springs than can handle the lift and you'll be very happy.
You'd be even happier with a set of ported heads.
I do not like the 306 in a 350, it makes nice bragging numbers for the dyno but you just
can't make use of the power without spinning the bottom end beyond it's limits.
Yes, you can complete this install without pulling the engine.
The cam will clear the radiator if you drop the fans and condenser.

You'll also need an intake manifold gasket set and a timing cover gasket set (includes water pump gaskets).
You might also want to consider a timing chain if yours has a lot of miles on it.
The won't add any power, they'll work just like the stock lifters.
