Default Another Part Problem

Since replacing my passenger side front O2 sensor I have been having yet another problem with a different part. Apparently one of the pulleys is making noise since my friend did something with the bottom pulley to release tension on the serpentine belt. I had no problems prior to him doing this and I even sprayed it down with some lubricant but it only seemed to help for a day.

This is a pic from the top down and its the one at the bottom...

And this is a close-up of the pulley...

Was hoping someone could give me some suggestions on a possible fix without replacing? And if replacement ends up being the only way to fix the problem... how expensive is this part? Also... when I turn the air-conditioner on, the noise goes away.

Couple questions in regards to this if you have the time and or knowledge:

1. Special tools required?
2. Can this part be purchased outside of dealership?

@Dave... Im actually looking to sell the vehicle, so wouldnt want to do something like that. Plus... even if I was to keep it... I need my AC as its humid as hell here in AR lol

Advanced auto prob has the clutch assembly at least they did for my F150. It cost about 100 and is a easy fix with no special tools.
