Default Surprise 93 Z28 wont start (wierd huh?)

so i picked up a 93 Z28 that had no rail pressure. i replaced the fuel pump this morning and now i have rail pressure. it will burp when i spray starter fluid in but nothing after. i checked the codes and got a 16 (worst code in the universe!!!). the opti was really nasty so i replaced it. still no crank but i no more codes.it will still burp when i spray starter fluid in. i checked voltage at the icm connector and i dont appear to have voltage at A or D but i have power at the ignition fuse. I changed the coil and still no voltage. I wouldnt guess its a spark bc it will burp when starter fluid is sprayed in. Im gonna get a noid set and check for injector pulse but i dont smell fuel in the exhaust so i would assume they arent working. all fuses checked good also. Any input guys?

VATS means it won't turn over at all. Security light stays on when you turn the key to the on position.

Did you check voltages on the Opti harness?

Might be a bad connection to the ICM. Try wiggling the pigtail.

Sounds like something somewhere isn't making a good connection. A loose pin or clip, corrosion, etc. Or it could be the opti. Cardone doesn't have the best track record with making optis.
