you can, but there are differences, why would you do it? obd1 tuning tools are far cheaper

You'll have to swap knock sensors (or have a resistor mod done in the PCM) and some custom tuning to keep several DTCs from showing up for OBD-II things your 95 does not have (like crank sensor, EVAP vacuum switch, rear O2s...).

I've heard that its cheaper.. I may keep it. But I just wanna have a way to read engine codes. Unless I can do this with tuning programs?

There are free scanning programs out there for OBD-I. All you need is a cable and computer.

Datamaster, free for the first few uses but so good you will gladly pay for it and will be less than your proposed pcm swap which would accomplish less.

The mediafire link wont work unless you are a paying customer. Or is there a way around that?

I have tried several times and it always pops up a screen to get an account to pay, what might I be doing wrong. I click on the program and click download then it goes to a screen that requires a paid account for multiple file downloads.

Don't have a clue what you might be doing. Try this:

I've done the odb2 swap in my 94z because I was plagued with stall wall issues and I wanted the ease of scan tools. It's a fairly easy swap. All you have to do on a 95 is run the serial data wire from the passenger side kick panel to the ALDL connector. It should be a purple wire that's dangling in the kick panel. And you MIGHT have to repin a few wires around (either look at a odb2 car or google the schematic). After that your gonna need a 96-97 LT1 knock sensor and a tune. That's all..

Stall Wall can be fixed in the tune

Well that is true for some but in my case I couldn't be helped. Mr.Ed Wright had the fix but he wanted $300 bucks. I fixed it myself for $100 total.. And it made diagnosing code a little easier as an added bonus..
