Keep it just the way it is (stock motor no rebuild) and add nitrous. It's all the qualities you listed that you'd want in the build. This is of course assuming that you were going to be rebuilding a motor that isn't broken. Obviously if it's already broken then you have to rebuild it.

I would do a bore and hone 30 over, align hone, square deck, recondition the crank and rods (or upgrade to aftermarket forged internal is you want), 4.03" pistons (your choice)...the whole nine yards. End result will be a reconditioned 355. If you are going for an emissions build, odds are that you won't be making insane horsepower so you can get away with a stock rebuild and not forged.

Port the stock heads, port the stock intake manifold, 52mm or 58mm TB, LT4 hot cam kit, cc 1.6 rr's, shorties, catback of your choice (I like Magnaflow).

This should net you a healthy reliable motor with a bit more grunt than stock, emissions legal too.

If you want a cam that sounds like stock, drives like stock but has more power I can recommend you the LPE211

im surprised it hasnt been brought up yet, but as far as a cam with little to no lopey idle you should go with the crane 227, it puts down some damn impressive numbers too.

For headers you can do Long tubes with a catted Y, look for a FLP set up with the 94-95 smog fittings. Are you in Brazoria or Fort bend county?

-No.
port heads?
-Yes, there are tons of shops in your area that can do a good job w/ this.

port intake?
-Gasket match

throttle body? 52mm 54mm 58mm
-put a 52 on it while you're there.

cam? (no lopey sound)

crankshaft? (stock?)
-Unless yours is messed up stay stock.

connecting rods/pistons?
-Keep the stock rods, get new bolts, look in to SRP pistons, try to bump the compression up to 11.

barrings?
-machine shop will replace these when you take them the block.

lifters?
-unless you're having issues they should be fine.

pushrods?
-after you get the work done figure out what length you need and order a set

rockers?(stock 1.5 or aftermarket 1.6 roller or stsmped steel)
-look into the comp magnum rockers, self aligning.

Tune?
-surely someone in houston is tuning these.

headers? Y-pipe?(rember i need to pass emmissions)
-you should only have to pass the OBD2 test, tuner should be able to take care of that, you can run long tubes w/ a y and a cat if you want and have them tune out the air pump.

is an electric water pump worth it?
-only if you don't have a new pump in the last 2 yrs.
Pics of car?

just keep it simple, you're expecting to get a small cam, get a decent converter to match it, gears too. you'll get more out of a mild motor if all parts work together.
I use HEB on shaver for my engine work, jeff's a good guy to deal w/.

I'm from Houston, figure Brazoria county would be a lot easier to get a sticker in then Ft bend would be. But your OBDII, just keep it passing visual and plug in and your good to go
