Skip shift problem?

Skip shift problem?
Bought a new car today 99 SS 28K miles and noticed that sometimes I could shift into 2nd sometime not. Is this a skip shift issue. Car is 100% stock. I did see the skip shift light come on at times but sometimes not....was in a lot of traffic so trying to keep my eyes on the road. Could this feature still lock me out of 2nd and the skip shift light not come on?
One time I tried 2nd and went to 3rd and no luck. Really hoping it's a simple skip shift eliminator fix!
Thanks,
DW

It's not really a "problem", but an emissions compliance feature. If you don't like it and want to defeat it - you will need to put in a CAGS eliminator.
It is easy - it just snaps in between the skip shift solenoid and the wire that connects to it from the PCM. Not all eliminators are the same, so you'll want to check out the pictures for what you are buying and make sure you get one that's nicely weather-sealed.

100 ohm resistor and electrical tape. Jumper out the two pins and tape the resistor in place. Leave connector disconnected. Done
