Illinois Guys: Question about emissions on 00' TA

Hey guys I have been looking into getting a set of headers and realize I will need a Y-pipe to mate it up to my Magnaflow cb. What I am unsure about is what the deal is with cats, emissions testing, etc. My car is a 2000 TA and I thought the rule was if it is 10 yrs or older you don't have to test. Can someone clear this up for me because if I can get a nice set of headers and catless Y-pipe it would be nice to not have to worry about getting it tested. I would just get the codes deleted. Where in Illinois do you live. Yes you have to get tested if you live in the testing area. Any thing 96 and newer does. However all they do is hook up a scanner and check for the check engine light and if the moniters have run. So if the codes get deleted by a tunner it will pass fine.
