A little late to get this out but in an attempt to create an "assault weapons" in reality all weapons ban, Senator John Cullerton is attempting to Pass amendments on house bills HB1263 and HB815 during the lame-duck session of the IL General Assembly

Read and Press your reps. For those law abiding gun owners who are following these events and doing your part thank you. For those who were unaware, hopefully this enlightens some of you to act. And for those who oppose all of this I ask that you please do not turn this into a thread war, it was intended to only inform those who take care and pride in there 2nd Amendment rights in Illinois

I just came in here to post this very information.

Fight it fellas.

Lame duck session...they are coming for the guns.
Registration of Semi automatic rifles, shotguns, handguns and "large capacity ammunition feeding devices"

Both Illinois HB1263 (banning various firearms) and HB815 (regulating the bejesus out of magazines and shooting ranges) have passed out of a Public Health hearing (I swear) by a vote of 6 – 3. Before passing HB1263, the Committee added a sixth amendment. According to its dictates, firearms specified in the bill (e.g. a semi-automatic rifle such as the ones shown above only with longer barrels) must be registered with the Illinois State Police within 240 days of the bill’s passage, at $10 per gun ($15 for a .50). If the owner sells an “assault rifle” to an out-of-state buyer, the former owner must provide the State Police with the buyer’s name and address. Question: what does ANY of this have to do with preventing crime?

They have since amended to a Crime Victims Rights- essentially a Mental Health bill
HB1237 - appears as Amendment to FOID act involving mental health restriction to obtain FOID. Upon reading does appear as neutral.

HB815 and HB1263 have since added another amendment to each document. I will do my best to keep you posted without overwhelming. Senate scheduled session 10am House not scheduled

Fill in all information. If N/A just put NA they don't like symbols
Represent I usually put self or NA

Oppose and record of appearance only

Similar response as a NO vote from supporting citizens may help sway vote

Gun-rights supporters estimated that the legislation banning military-styled guns and the ammunition that feeds them is perhaps three or four votes shy of the necessary 30-vote threshold to pass either one, despite a heavy lobbying push from Mayor Rahm Emanuel and Gov. Pat Quinn.

But state Sen. Dan Kotowski (D-Park Ridge), chief Senate sponsor of the ammunition bill, told the Chicago Sun-Times that Schoenberg’s absence, as well as the absence of state Sen. James Meeks (D-Chicago), left him short of the support he needed to pass the ammunition bill on the Senate floor.


Quad City times report still awaiting official word but this appears to be potentially the case

This is a last stitch effort to pass a bill from the people YOU voted out! Call your Representative's local and Springfield office. Do it today, then fill up their machines tomorrow if no one's answering their phones on Saturday, then on Sunday as they should be open. The House comes into session at 5:00 p.m. Sunday.

Tell them you oppose ANY bills pushed by Chicago Reps or any Reps until new session is sworn in and this Lame-Duck session is over those including any Gun Weapon or Magazine Legislation

It has come to my attention that Governor Quinn and Mayor Emanuel are planning to ram through a gun ban bill and magazine restriction when the House re-convenes on Sunday. As we know, Senate President Cullerton attempted to do the same earlier this week and did not have the necessary pre-counted votes to even propose that it be brought to the floor of the senate for a vote. In addition, the amendments destroyed valid bills that were already necessary prior to their modification. I have the following reservations about any such piece of legislation and urge you to consider the unintended consequences of any weapons restriction/ban:

-It will be considered during a “lame duck” session, by some legislators who will no longer be in office and hence will no longer be accountable to the public.
-Is this truly the highest priority item on the senate’s agenda?
-Are Governor Quinn and Mayor Emanuel aware that studies of the Clinton-era national assault weapons ban show that such laws have no effect on crime?
-Any such ban will be, at best, of dubious constitutionality. The recent Supreme Court decisions Heller and McDonald have established that the 2nd Amendment is an individual right guaranteed by the United States Constitution, and that right extends to the individual states. Language in Heller refers to arms in common use. These are the very arms that these pieces of legislation would affect, as ~50% of rifles and 75-80% of handguns owned by the residents of the state of Illinois would be banned.
-Not only will these pieces of legislation be a waste of tax-payer’s money as they would be ruled unconstitutional by the SCOTUS, but they would violate citizens’ second amendment rights.
-Confiscation of banned weapons would be a government taking, and require compensation for the seized weapons. How will this be funded? This state can’t pay it’s bills now. Where will the General Assembly find the hundreds of millions of dollars for compensation, and to pay for the thousands upon thousands of Illinois State Police manpower hours required for this undertaking? Who will perform the other law enforcement tasks of the Illinois State Police while they are devoting their manpower to gun confiscation? How will “higher-capacity” magazines be registered and serialized?
-Are the Mayor and Governor counting on the blizzard of filings in Federal Court immediately on passage? Requests for injunctive relief, filings for violations of the 2nd, 4th, and 5th Amendments, filings for deprivation of civil rights under color of law. These are just a few of the results of such a piece of legislation that would cost Illinois millions of dollars that it simply does not have.

I urge you to OPPOSE Any proposed bill, as well as any further efforts to restrict the rights of the armed citizens of Illinois.

Rep Acevedo has filed an amendment to SB-2899 to gut it and make it a semi-auto ban.
The range language from the Senate versions has been removed.
But it is as bad as the Senate versions with some more twisted things in it.

Because we've made such a noise on sb2899 legislators are trying to ram through another amendment on top of the one already attached. According to lobbyists opposing original bills can not hurt.

Replaces everything after the enacting clause. Amends the Firearm Owners Identification Card Act. Establishes procedures by which an active law enforcement officer employed by a unit of government, who is denied, revoked, or has his or her Firearm Owner's Identification Card seized because the officer had been a patient in a mental institution within the past 5 years may apply to the Director of State Police requesting relief if the officer did not act in a manner threatening to the officer, another person, or the public as determined by the treating clinical psychologist or physician, and as a result of his or her work is referred by the employer for or voluntarily seeks mental health evaluation or treatment by a licensed clinical psychologist, psychiatrist, or qualified examiner. Amends the Criminal Code of 2012 to make conforming changes. Effective June 1, 2013. This does not give a citizen the same privileges if they sought out any counseling of any type including alcohol, marriage counseling, even job interviews requiring psychiatric evaluation are subject etc. the wording was changed from mental health hospital to institution which can be determined as a doctors office or clinic. The appeals process to regain a citizens FOID would be nearly impossible and only to be limited by the Department of Police to determine if they feel you could even qualify to get it back also opening up your medical records on mental health to be subject to the government without your approval from what sounds like within the last 5 years.

Chair just said that they're gonna table SB2899. WOW! There's A LOT of opposition sitting in the gallery. The guy with the drawl (says his name is Nathan Moyer from Decatur...head of some militia...eek, I dunno) pointed directly at the Chair and called Illinois a tyrannical government. Still watching, some woman said that she's a teacher and that "these laws" are useless and won't stop anything.

PHONE CALL FROM TODD, CALL OFF THE DOGS ON THE TWO FOID BILLS 3489 AND 1237. AN AGREEMENT HAS BEEN REACHED. A BILL WILL BE INTRODUCED IN THE SPRING THAT IS GOOD FOR BOTH SIDES.
