you can do alomst anything with enough money. I honestly dont know, id say you could prolly reach 11's. Just put a nice supercharger on it, and thats still streetlegal. ton of money though...

I live in Cali and lets take money out of the equation (not that im rich, but lets pretend i am) i would like to think it possilbe to have a 9sec car. Are my hopes too high considering where i live?

That's an awesome goal, but unless you're loaded, or don't plan on driving this car much on the street it's not very realistic to think you'll have a 9-second street(i.e. smog legal here in CA) car.
Assuming you can find someone to somehow overlook/ignore all your Nitrous or otherwise illegal oversized engine, or you swap/change out questionable parts every two years come smog time, etc, once at the Smog station you'll have to pass the OBDII test, actual emission levels, and visual inspection(if not overlooked/ignored). I guess it's possible to do, but realistically unless you know of a shop that will put another car on the dyno but enter your info in the state database I don't see how you can possibly make a non-antique/kit car 9 second legal here. I wouldn't be shocked to hear that someone on here has a 10 second level car legal in CA...but I'd be surprised if they made it "legal" legally, heh, or in 9-10 second trim, lol.
p.s. is this a daily driver?

Do you want to do everything to make it fast? Like weight reduction, removing all the extra weight, including racing seats, A/C, carpet, etc. Or Do you want to keep it a comfortable streetcar with a street appearance?
Put in a maxed out 427 motor with a relatively mild cam, supercharger, 6-speed, all the weight reduction, and all the drag suspension goodies and you can likely make 9 sec.

Sure is. i was just curious, but i guess if its a daily driver, 9 seconds is not a good idea right? Ive also read that forced induction is the way to go if you want a truly street legal ride......
