Mail order tune?

Mail order tune?
I'm thinking about doing LT and y soon and got a couple qu's about mail order tunes.
Would a mail order tune sort out:
Deleted AIR and O2 sims
Set fan to operate at lower temperatures (I have FTRA)
Optimized Air/Fuel Delivery along with Spark Advance
Raise RPM Limitation
Optimize shift points and increase firmness of shifts (Automatic Transmission)
I know a dyno tune would be better and more presice, but would a mail order tune come close?

Next question is where do I send it?

I have had Mail Order tune's from PCMforless and MadTuner without any problems. Dyno tuning is the only true way to go if your looking for peak performance but will cost somewhere around $500 +-.
