Harris Speed Works interface controller The description on the HSW website says the module is programmable. Is it programmable with a scan tool, a programming device, pcm flash, or custom interface set up?

The only time you would need to do anything outside of the switches is if you plan to pull more timing than the interface allows out of the box. Here is what it can pull out of the box by platform.
LT1 [OBD-II] - 6 Degrees
LS1 - 3 Degrees
LS6 & LS1 GTO - 8 Degrees
LS2 & LS3 - 9 Degrees
LS7 -9 Degrees
Pulling more than this is extremely simple using Hptuners, EFIlive, etc.

Back from the dead. So if you have this controller and want to pull more than 3 degrees timing (LS1), then HPtuners or EFIlive can transfer that data to the Interface? Say for instance, you want to pull 6 degrees of timing for a 150 shot, anyone with HPtuners or EFIlive could set it up to where you could make that change via the Interface?
Yes, I set mine up in HPtuners to pull the timing based on intake temperature. If you log, u'll see the intake temp shoots up to a ridiculous numbers when interface is activated. usually shows between 100*-150* IATs for me. So I tell it to pull "X" degrees above 100+ IATs, aka when it's spraying
