You do know there are two sets of channel settings? one for chan1 and one for chan2. Which channel is this and what are the settings for the other?

Yes I do know there's two channels. I set both the
same. Channel two is the only channel that will read the tps signal on step 9. How ever when I turn on the nitous the now shows 1 r which I gather means channel two is not active. The channel that I'm hooked up to use.

Suggestions:

TEST RPM:
1. You can turn off the TPS input and test the RPM. Test at say 1000, 1200, 1500, 2000, to make sure the right tach signal is there.

TEST TPS:
2. can set RPM very low, say 1 rpm and test the TPS switch.

Just put a bulb, volt meter or something on the +/- connections and make sure your outputs are working. (the red ground from the mini and the + power
from the relay)

If you don't have chan1 TPS hooked up, then how is chan1 activating?
You are going to have to trace all the wires.

we figured it out. feels good. going to tweak it till its as much as the tires will hold in second.
