If you want it done right, take it to a body shop that has a plastic welder. I'm not kidding. They do exist. It's just a controlled melt with some type of gun and a plastic rod.

if it is factory it will not plastic weld. you might be able to use a universal rod but thats more of an adhesive weld then a fusion weld. 3m and some other companies make plastic repair kits for situations like this. iv plastic welded alot and used alot of the of the 3m and maxim plastic repair systems.

for plastic welding the process is pretty simple. first you need to find the funny looking circle that has a bunch of numbers and letters stamped into it, on the piece you are trying to repair. thats actually a code for the type/compound of plastic. you match that code to the filler rod that goes into the plastic weld gun. then all you have to do is turn the gun on and melt the rod and in your case bumper back together. now i am not sure if it can be done to our bumpers though, but i have used the process alot on other types of plastic. check out http://www.plasticweldingandtools.com/howto.html they have a great site and explain the process really well or wikipedia.
