Default Fiberglass Under Hood Support Structure Showing Through Paint

I painted my car doing the "$90.00 Paint Job" technique from a Hot Rod Magazine article a fews years ago. Later, I swapped the hood for a VFN Fiberglass hood. Recently, I've begun to paint it using the same method as I had before with the rest of the car. Today, I noticed that you can see the under hood support structure through the paint on the top of the hood. It first caught my eye when I noticed that water wasn't bubbling on it in those areas after a rain shower. The paint appears to have lost its gloss to where the structure passes under it. It's Rustoleum Gloss White straight from the can. The rest of the hood looks just fine to me. Are there gases or something that are trapped within the foam and fiberglass support "grid" that's on the under side of the hood? I really have no idea what to do to resolve this hence my thread.

Did I screw up or will I be able to fix it? Obviously I'm not looking for a super good finish or I wouldn't have used the Rustoleum paint.

Strip it. Prime it and paint it

Could I possibly prime over the affected areas and repaint? I gather that I need it to be back to bare fiberglass?

I think it needs a proper prep before you do much to it. At least strip the clear coat in effected areas and prep the bad areas then spray it all over again with 4-5 coats

Thank you for the advice!

It's just a Rustoleum Gloss White paint straight from the can that I applied with a roller. I've got three coats on it. I did some fiberglass and bodywork to it, but only primered it in the areas I worked on....should have primed it all.

Yessir. Primer is your friend. Just do the whole thing in a few coats of primer then paint it again.

Sanded it down this morning. Hopefully tomorrow I'll have the opportunity to prime it.

I'm not sure if you're meaning baked from driving it around unpainted (as suggested on a previous Harwood hood I owned) for a week or so or just by leaving it outside in the sun unpainted for an extended period of time. I have done the later, and it's been outside on the car for most of the Summer.

Thanks for all the advice. I primed the problem areas and repainted it. Everything worked just fine that way.
