Default Foam behind grill 98+ camaro

Is there supposed to be a black hard chunk of styrofoam behind the rubber grill where the slots are? I have an SS hood on my z28 so if that isnt stock is the reason because of the hood?

Yes there is. It's there to soften impact incase of a fender bender. It's saved my bumper once.

What all's involved in removing 'all the other sh*'?
I mean...can it all be accessed from behind that grill area and under the car or do you have to remove the nose? Got a write up? haha

You have to remove the front clip. That isnt bad at all. I myself wouldnt do it just for safety. If you do have a crash, your insurance company can refuse to cover you if that is missing.
