Boy they really love you here don't they... I would think you would have to wet sand, especially with the chrome, these aren't the Geo rims. Also let's go to Gotelli's to buy the good paint.

I'd think you're going to have to sand them down and wet sand between coats of paint/clear. On my libertry I bought and sanded down a set of painted 16" rims for use in Mud and Snow. I sanded and wet sanded between 4 coats of hand held spary paint and 3 coats of clear and they stood up to 4 years of winter/mud driving before starting to flake.
My guess is the ideal would be to find away to powder coat them.

use 1200 degree engine paint. scuff the wheels. then spray on 4-5 coats. if there are and runs wet sand it. the 1200 degree engine paint might as well be powder coat it is very thick

I made a detailed post on this, let me look for it.
EDIT:

Primer is not necessary if the wheels are already painted from the factory.

dont spray paint thoses wheels! there is a right way to do it and its expensive. we do it all the time at work. you have to 80 git them first apply ppg DP-40 SEALER or DP-90 for black. then paint. then clear. or mat the clear if you dont want them shiny.like a simi gloss.

but I think he meant if he puts the red lip on it. I personally think the red will look awesome and there is a thread floating around with black/red wheels.
