Question about mail order tune.

Question about mail order tune. Before I start I understand that A dyno tune is better. I had the car dyno tuned and it came out kinda shitty and don't have the money to shell out for it again. Id rather loose 10 HP and only spend $50
My car is mildly modded with more than just bolt ons. Is it possible for a mail order tune to tune a H/C 383 car? Or is that something that is strickly a dyno tune car?
I got the car tuned, and I have to give it some gas to get it started, and about 3 minutes after It starts the SES light comes on and it tries to die when if i let off the gas suddenly. If I ease off the gas things seem to be cool. Also it tries to die when I brake anything harder than say 10% brake.

I need to mail my PCM I don't have software. I probably could, but the guy is in another city, and it would cost more to drive it down there, and fight with him, then drive it back than it would just to pay for a dif. one.
