The only problem is my PCM is a 99 and the vats value for that pcm is unknown unless all 99s are the same.

Just wondering how do you know that you are getting fuel? Also do you have any tuning software?

Did you wire the vats signal from the BCM to the PCM? The BCM takes care of the key issue, not the PCM. The BCM sends a signal to the PCM to enable the fuel. Even if you don't have a valid Vats signal going to the PCM, it should still fire, but it will shut down right away

vats wont allow starter to crank or fuel to engage. it tells the bcm to ground the wire to the starter relay to allow cranking.

I know I'm getting fuel. Pulled the rail & plugged it in and turned the engine over. Plenty of fuel sprayed out each injector. No tuning software.

Engine has 30 k. Replaced all sensors. Even cars with bad timing attempt to start. Maybe bad gas? Gas was sitting in this roller for awhile.

Just drained the gas out, going to try fresh gas. Im getting gas and fuel, damn mystery issue but I think the gas is bad, suppose to be clear, my **** is super yellow, dark **** color.
