Default Budget build advice needed

Getting the urge to boost my 86 regal 5.3/th400. I really don't like the idea of having to pay someone for tuning every time I make a change on the car so I'm weighing my options. Right now I have a stock 02 ECM and almost no knowledge of how to tune a car. Just being honest.
I'm looking for a way to control fuel and ignition on a budget in preparation for adding a turbo. I've been reading up on micro and megasquirt and they seem to be the most affordable way to go but wondering what some of you might recommend. Any input is welcome.

If you have the harness for that computer as well HP Tuners is going to be your best bet, not only for the tuning versatility but for the sheer amount of tips and support the hpt community offers. Not only can someone help you with remote tuning even, but you can troubleshoot it at any time with it as well AND use it on so many other vehicles as well.

The learning curve for HPT is much steeper than Micro.
You can have a base tune put together on a micro setup in 30 minutes with just a few pointers.

That being said, I still prefer HPT and stock PCM to micro.

Just curious; why? Do you have the ability to do more on HPT?

I don't really like the idea of paying over and over again, but I may be misunderstanding how HPT works.

And just FYI it's already wired up and running with the stock ECM. Just looking at upgrading soon and I'd like to be prepared

You are misunderstanding indeed.
First off you "can" do more with hp tuners as you can tune any setup you put into that vehicle with that harness be it boosted, na, nitrous, etc. Or even if you were to swap to a newer gen engine and harness.
You do not have to pay over and over. Buying HP Tuners once gets you 8 credits. You can tune up to 4 individual vehicles that way OR use the credits in a different way and tune an unlimited amount of 99 camaros and have 2 credits left over. You can use them in many ways.
That being said, you do not have to use any credits to scan a vehicle. NEARLY ANY VEHICLE. You can also use HP Tuners to tune diesel trucks as well from ford dodge and gm and nearly all mid 00 and up gm, ford, and dodge vehicles. Hp tuners has so many updates available to work with all the newest vehicles out, as soon as you can buy a 2018 vette youll be able to tune it.
You can use any harness with it as well. Even from a junkyard.
The scanner has bidirectional controls that work on a variety of platforms, brands, vehicles as well.

Seriously the options are endless.

If its already wired and running then its a no brainer to just get HPT.

Micro doesn't have idle control and loses the sequential fuel/spark in favor of batch firing the injectors and coils. In a lot of builds, you would never notice, so its more of a situational thing. Micro is very easy to use, much more beginner friendly. The stock PCM does a very good job of trans control as well. There are versions of MS3 that are far better than the stock PCM in almost every way. If it was between a stock PCM and an MS3 based build, MS3 would win hands-down.

The car won't be a daily driver. Just something to mess around with every once in a while. trans control isn't really an issue for me.
