Inspections are literally the easiest thing to get around, same with emissions. Really you aren't supposed to speed either, but we all do. I'm not sure why you would want stock traction control as it sucks. But yes depending what car and how much you want to spend you can make everything work, even with my basic Holley swap everything inside the car still worked off the BCM. You can certainly feed the ECM whatever you need to keep aux systems working. ProEFI and Motec seem to have plug and play options available, the Holley while much cheaper takes some configuring but entirely possible.
Guess I don't know enough about it, The discussion I read said the OBD2 has to be fully functional as part of the sniffer test and they were saying it's almost impossible to fool them. I'm just glad I don't have to worry about it.
