idle overspeed questions, does it need to be so low?

idle overspeed questions, does it need to be so low? should that much timing be pulled at lower rpm changes? im wondering if this may cause the swings in idle wiht a cam. maybe its normal and timing should not be adjusted to fix it? if it pulls timing it will make it get slightly richer and prob throw it off. what do you guys think? messed with it at all?
