So far you have:
a. 30 degree weather no start.
b. Spark delivered (...did you eyeball this...?).
c. Fuel delivered (smell in exhaust).
d. Fuel smell in exhaust.
Sounds like it may be flooding, possibly due to fuel pressure regulator frozen (or even ruptured, causes flooding also).
What happens if you floor the gas pedal while cranking ("clear flood mode"), does it eventually start and run...?
May be a good idea to check fuel pressure.

Yes that is correct,I have spark.I thought that was the problem,I was very surprised to see that.Because it is acting like no spark. When I get to work tomorrow I am going to squirt a few drops of gas down the TB to see what happens. I tried to start it with the gas to the floor ,it does nothing just like not touching the pedal.

When you turn the key to on, you should hear the fuel pump run for 2 seconds (and if you have fuel pressure gauge attached you'll see at least 30 psi or so, and it should hold that pressure).
If you don't hear the fuel pump, you can try:
a. connect fuel pressure guage, this will show if fuel pump runs at key on,
b. check fuel pump fuse (under hood, near fuel pump relay),
c. connect fuel pump test wire (under hood, near fuel pump relay) to battery positive and see if fuel pump runs,
d. reseat or replace fuel pump relay.
If neither of these helps, you have to get out multimeter and see why voltage is not getting to fuel pump.
