car idels fine almost!!
The car idels fine now after I rescaled the IAC counts. The only problem now is that right before the car comes to a complete stop or right up under 3mph, the IPW jumps way up to 5.6---6.9 etc under light load. Is their anyway to correct this?

not affecting the way the car drives. Yesterday I reset the IAC's , redhard pointed out that they where maxed out from one of my log files. I logged injector pulsewidth and right before the car gets under 3 mph under no load the IPW goes up to 5.6-6.9 and starts surging bad until the car gets perfectly still

TC is throttle cracker, if the throttle cracker table is stock, it most likely is adding too much air and that is what is causing the surging. Try raising the enable speed to about 10 mph and disable at about 9, if it acts good then, then you can lower the values in the TC table and blend them to that mph range where it disables.
*Edit* I have a 408 I tuned that liked the enable speed at 20 and disable at 19, those cammed motors required less airflow help from the cracker and follower tables once the IAC counts have been set and the desired airflow is set.

I bet your right! Supra just emailed me after looking at my files and he said basically the same thing, but in diffrent words.
Out of curiosity, by doing what you suggest, I will raising the limits in wich the TC will be disabled and enabled correct.
By doing that what is going on in theroy?
Just trying to understand, I am trying to learn vs just going through the motions

Yep, thats what you want to do, different cars like different settings but I like to start around 10 enable and 9 disable. The surge in airflow is probably whats causing the IPW surge to follow. Here is an example of what worked for me as far as the TC airflow, but the biggest part is getting the enable and disable right.

You are just trying to make a smoother transition to the point where the Disable speed is, that way your aren't just going from like 1 or 1.5 g/sec to 0, thats kindof a sharp drop, so just try to feather it out a little.
